Dear Shri Mukherjee,
With respect first to the Aruna Didi & then to you, the senior office-bearer of the building management team, I would like to refer you the misbehavior of the Building Secretary, Mr. Rajendra Kumar, with me in the matter of recovery of Building Maintenance Charges. My complaint to Lake Town Police Station, a copy enclosed, will give you full details of the matter.
This letter will also clarify my stand in the matter, which should be enough to prompt you to do your duty to provide all flat owners of the building with the Statement of Income & Expenditure of the Anjali Apartment since April 2010, Mr. Sharma took over as the Secretary. Please also ensure to satisfy the flat owners for any of their queries about any item of the expenditure including Major Repairs of the Building in 2010 & Water Pump replacement in 2011.
I don’t think the posture adopted by Mr. Sharma on 18th & then along with Mr. S.Daw (of Flat No.6) on 20th June will help them. If Mr. Sharma and his “faction” suppose that they are sacred, above the law and can misuse the building funds as they wish, they MUST correct themselves before anything develops to the contrary.
Besides above, Mr. Sharma has refused to look after maintenance & cleanliness around my flat. Should I involve authorities also as his oppressive attitude will also create social hazard?
With the above I close this letter with the hope that good senses will prevail upon the evil forces.

Last February 6th, I had requested Mr. Sharma to circulate Income & Expenditure Account of Anjali through an email in Hindi. Before this email, I had also given him a printed letter in December also. My request (May 2010) for circulation of Repair Expenditure amounting over sixty thousand was also curiously ignored so far and still unauthorized non-routine expenses may have been incurred during last ten months since last meeting in May 2010.
I once again request for early circulation of the accounts. It helps to maintain transparency in the working of the Association and a healthy tradition for it. I had also offered to render my assistance in this matter, if owing to work load he was not able to respond to my request.
I, one again, request you to do the needful and oblige.

गत दिसम्बर के मेरे पत्र में मैंने अंजलि अपार्टमेंट पर किए गए खर्च की जानकारी न दिए जाने बाबत शिकायत की थी. तत्पश्चात दो महीने बीत गए. पर कोई चर्चा नहीं सुनी.
मेरा उद्देश्य आपके कार्य में मीन-मेख (Complaint) निकालना नहीं है. मेरा मानना है कि सामुदायिक जिम्मेवारी में पारदर्शिता रहने से सदस्यों को आपके द्वारा किए गए कार्यों की जानकारी रहती है, अनावश्यक खर्च होने की संभावना कम हो जाती है, कहीं कोई सुधर की आवश्यकता समझ में आए तो कार्य सुधरता है.
मैं समझ सकता हूँ कि व्यस्तता के कारण ऐसे काम (अंजलि के खर्च का विवरण) पिछड़ जाते हैं. यदि आप चाहें तो हर महीने खर्चे का statement बनवा कर सदस्यों को भिजवाने में (जिनके फ्लैट बंद रहते हैं, उनको भी) मैं सहयोग कर सकता हूँ.
मुझे पता चला है कि श्री राना के जिम्मे यह काम है, आप सेक्रेटरी है, अत; उन्हें इस और ध्यान देने ले लिए कहना चाहिए.

Dear Sharmaji,
I wish to draw your attention to the SUDDEN deterioration in the quality of our bore-well water since this morning (morning of 3rd December, 2010). The water is highly polluted, unhygienic and unfit for human consumption, bathing or washing clothes, etc.
Please imitate urgent steps to solve this problem and oblige.
Besides, I am sorry to note that non-routine expenses on stair case painting has been incurred without the prior knowledge or approval of the members. In this context I will like to draw your attention to my letter dated 23-5-2010, paragraphs reading:
· REPAIRS: First of all, you deserve credit & praise for completing the onerous work of carrying out the major repairs of the building. Still it would have been more praise worthy if you had presented a report and the break-up of the expenses incurred on the repairs for formal approval by the Meeting after scrutiny, if necessary.
It is surprising that even upon demand of the details by Mr. Daw, no paper was produced before the Meeting except the information that the round about figure of expenses was Rs.68000/=.

Dear Sharmaji,
It was my first experience of attending the Anjali Meeting, held in my flat on 22nd May 2010. I felt there were some shortcomings in the transparency of the management; and hence my intention of writing this note is only to improve the working of the system being followed here. Please do not take it otherwise or as any personal criticism.
I explain my contention as follows (major requirements only):
· At the commencement of the Meeting, the Minutes of the Last Meeting should be read and authenticated (after due correction of errors, if any) by the Members present.
· Details of the previous year’s (i.e. April to March) Income & Expenditure should have been presented before this Meeting for discussion & approval, if found ok. If any amount is still receivable from Mr. Amal Ghosh, the same could have been showen.
· REPAIRS: First of all, you deserve credit & praise for completng the onerous work of carrying out the major repairs of the building. Still it would have been more praise worthy if you had presented a report and the breakup of the expenses incurred on the repairs for formal approval by the Meeting after scrutiny, if necessary.
It is surprising that even upon demand of the details by Mr. Daw, no paper was produced before the Meeting except the information that the round about figure of expenses was Rs.68000/=.
· BUILDING PAINTING PROPOSAL: Similarly, a breakup of the estimated expenses with supporting quotations for the Painting of the Building should have been produced before the Meeting to enable the interested Members to obtain more competitive offers. While obtaining sanctions for this nature of MAJOR EXPENSES this procedure is very important otherwise it looses legal sanctity.
BESIDES, THE PAINTING SHOULD HAVE BEEN CARRIED OUT SIMULATANEOUSLY WITH THE MAJOR REPAIRS, which would have appreciably reduced the costs.
· The question of safety of building residents during the day hours was not listed in the original agenda; hence approval of this matter is not binding.
· A practice to discuss the business not listed in the agenda should be stopped except in case of any emergency.
This should be enough for the time being.
